"We have identified the issue with Car Mastery Skill Points in and are working on getting a fix out on or before Monday the 13th of May. We recommend not spending any Skill Points at this time. More updates to come. "
I'm unsure why this has happened however I have seen some workarounds where changing to 30FPS might solve the problem. Could you possibly try this and let me know how it goes as we're looking into this.

We are constantly looking into the feedback on MP and how to improve it. Unfortunately it's not the easiest 'overnight fix' and requires a lot of testing every time we consider implementing or changing something.
- Which settings are you running the game at? Are you trying to run everything at Ultra? If so, try running at High.
Also make sure you've attached that Benchmark image to the support ticket. Apologise if there's any delay to someone answering, we're experiencing a big influx of tickets.
By "Can't even launch" - Do you mean you can't even open it from dashboard, or is it crashing as you press A to start, or just not loading past the loading screen?

Yes, this is a bug. Mainly as even though there is still traffic, it's very small to the point of being questionable. However, it might not be a high priority just yet as you can still see traffic about, just not as many in comparison to Horizon solo.

We are currently aware of the issue relating to a vehicle being unable to reset and therefore causing 'inactivity' after the recent update. We're looking into this and apologise for the inconvenience this is causing to your gameplay
You will have to buy the game digitally to be able to play anywhere. However, if you've bought it physical and want to play it via 'play anywhere' as a one off etc, you could potentially buy gamespass because it still covers PC.
Check that you have downloaded the most recent update.
You can do this by Manage Games & Add Ons > Updates > It should be here.
