An engine doesn't dictate quality. Moreover, you are only as good as your lowest common denominator. That isn't Lockhart. It's the original Xbox One 2013.

Your absolutely right. The Xbox One X is more powerful than PS4 Pro - and even in the US it's barely a blip in sales. It's a cautionary tale to shoot higher than 399.
Have you seen Colbert's chart? Have you seen Klobrille's drive by posts? Have you seen the over arching theory that PlayStation is consigned to 2018 technology because they foolishly started earlier? Have you read the posts (including my own) that were told a post on a Taiwan bulletin board about APU size is gospel? I can mention a million examples, but it's not about Xbox being weak. Xbox is 12 TF and is incredible for it. Its not one sided but the skepticism and cynicism and cautionary optimism over a more powerful PS5 is BAFFLING Hell no this isn't conservative. Conservative is Colbert's prediction that PS5 could be 8.x TF.
It all depends on what you prescribe to. 1. We have rumours from credible journalists that claim PS5 is more powerful, but slightly so. In this case we could see 12.5 to 13.3 TF. 2. We have rumours from Komachi and RedGamingTech - that give an idea on clock speed but aren't necessary clear on CU count. This is the basis for numbers as low as 8TF or as high as 10.7 TF. 3. We have others who are hell bent on an Xbox power advantage. Apparently, Cerny was trolled by Microsoft docs and is about to be embarrassed publicly because he is mass producing a 2019 design. But in my opinion - no matter which option you choose - PS5 will be a success and best Xbox in world wide sales.
If this Thomas Phishour is the real deal and those specs are real - I don't understand why MS wouldn't do the same. Someething seems amiss.

Sony is adopting a very Nintendo approach where they want to insure a level of polish and quality behind their published software. I can totally respect that. We are moving into an era where games like Lair, Playstation All Stars, and the ilk aren't going to be wasted on. Microsoft showing off a shit ton of games on their stage isn't going to be some sort of miraculous PR move that will sway the macro optics of what is actually happening. The mainstream consumer just got off a year with God of War, Spiderman, and Detroit. Xbox has yet to deliver any thing close to even one of those games this gen. You are over estimating the importance of E3 and Sony not showing up. In the grand scheme of things, Sony has quality games that are going to release among the next few years. Hell this year alone we still have Days Gone, Dreams, and Concrete Genie. There is no both sides here. One company is delivering on quality AAA Class leading games. The other is developing a cult around an executive, studio purchases, and blind faith that a good game will eventually hit.
